APT Livigno (Tourism Promotion Agency) manages one of the most prestigious destinations in the Alps: Duty-free zone, future Olympic headquarters and the destination for visitors from all over the world.
But Livigno is not just a tourist destination: it is an active and complex community, with Residents, seasonal workers and tourists sharing the same infrastructure with profoundly different needs.
To manage all of this requires much more than a classic Tourist Card: you need a real territorial digital ecosystem.
Three profiles, one territory, zero friction.
The challenge was not to optimise an existing Tourist Card, but to completely rethink the concept of integrated territorial management.
The central problem was the Access segmentationtourists, residents and workers use the same infrastructure — from the municipal swimming pool to public transport — but with wholly different economic rules. Manually applying the correct fee to each profile was slow, inaccurate, and unsustainable.
This was compounded by a concrete logistical issue: concentrating card distribution at a single Infopoint generated unsustainable codes during the peak season, thereby negatively impacting the arrival experience.
There was finally a social dimension not to be overlooked: for retain seasonal workers on the territory, a concrete tool was needed Wellbeing capable of offering real advantages in local exercises.
A Distributed Ecosystem across Three Integrated Levels
Sovereignty implemented an infrastructure for Destination Management which eliminates the need for separate systems, acting on three complementary levels.
The heart is a multi-stakeholder platforma single database that recognises the user's profile and automatically applies different price lists and rights. The citizen accesses subsidised rates on public services, the worker activates their Territorial Welfare Module with discounts at affiliated establishments, the tourist accesses their package leisure. A single technological support for three distinct realities.
To solve the problem of queues, each Hotel and apartment it has become a standalone emission point. Thanks to a cloud operator panel, the accommodation facilities activate and deliver the cards directly to the Check-in, without bureaucracy.
It Access control at gateway mode complete the system: the Smart Card RFID/NFC They are read in less than a second, with real-time verification of rights, validity, and user profile. The gates open instantly, even at peak times.
A virtuous model of digital circular economy.
Decentralising distribution to hotels, the’APT has reset the manual load on their own counters, freeing up staff for high-value customer service activities.
On a social level, the seasonal workers they feel an integral part of the community today thanks to the exclusive benefits of the welfare card, concretely increasing the’Job attractiveness in Livigno.
The administration now has integrated data on the consumption and movements of all user categories, an essential tool for Spatial planning future. The result is a model “One Card fits all”fluid, inclusive and scalable.
